Log in to your WHM click on Account functions, click on manage shell access, now you will have to click on enable normal shell or enable jailed shell. You can also follow same procedure if you want to disable jailed shell for particular account. You also have an option for enabling  jailed access for all hosting accounts under your reseller account.
